Qwest
DIA service offers a premium level of performance. Customer traffic is
transmitted over the Qwest Internet protocol (IP) network at some of the highest
rates currently available with a goal of zero percent packet loss. The Qwest IP
network spans beyond North America on a single AS (AS209) with points of
presence (POP) locations in Hong Kong, Tokyo, Singapore and Sydney.
Additionally, Qwest Global DIA offers service to Europe, Asia and other parts of
the world (on a limited basis), offering speeds from T-1/E-1 to Gigabit Ethernet
connectivity. To enable viewing of its speed and throughput, Qwest provides a
publicly accessible Web site,
http://stat.qwest.net, where customers can view
the inner workings of the Qwest IP backbone and measure its performance
near-real time. Qwest also offers customers Web-based tools such as QwestSource
and Qwest ControlTM
to make changes to current configurations, manage trouble tickets or view
utilization reports to effectively manage their bandwidth needs. Qwest DIA
offers scalability by offering an array of access speeds, features and pricing
plans that meet a customer’s current and future needs.

Value Proposition |
| Tier 1 network service providers
(NSPs) have been involved in the inception of IP networks since the
commercialization of the Internet. In three years, Qwest has managed to build
one of the largest IP networks organically. Our major competitors have grown
their networks through acquisitions. This allowed Qwest to build an
infrastructure without management and operational issues. With legacy networks
in place, network upgrades occurred with ease. Qwest was one of the first NSPs
to deploy an OC-192 network deploying MPLS Fast-Reroute in the core of the
network—a technology used for redundancy. MPLS Fast-Reroute has 100 Ms routing
recovery time in the event of a network outage versus 15-30 seconds on
traditional SONET-healed networks. The network footprint is one of the largest,
offering over 400 access points of presence (POPs) in North America, providing
service in over 20 European countries and access POPs deployed in Hong Kong,
Tokyo, Singapore and Sydney to bring Asian customer traffic onto the network.
Qwest also has strengthened the network value proposition with the amount of
peering capacity deployed. Qwest has 53 Gbps of peering in the United States.
Qwest has excellent private and public peering relationships with the major
European providers. The Qwest network and peering upgrade policy states when a
trunk in the network triggers 40 percent utilization, an analysis for more
capacity begins and circuits may be ordered and put in place. This ensures the
network runs efficiently. Qwest provides industry leadership in service level
agreements and was one of the first NSPs to launch an Off-Net SLA, guaranteeing
a latency performance of 95 Ms to the top five NSPs. Qwest also sets the
standard for On-Net SLAs. |

| Qwest offers additional POPs in
Layer 3 facilities. These facilities, or telco-hotels, are located in many areas
out of region. Qwest DIA can be provisioned quickly because no loop is required
in the order. The customer simply obtains a cross-connect from the facility
provider. This allows engineers to provision the DIA port within seven days of

Description
Qwest Total Advantage (QTA) provides new business customers with a comprehensive
communications offering for select Qwest local services and out-of-region,
state-to-state long-distance voice, data and IP services. With Qwest Total
Advantage, customers can aggregate their monthly spending for Qwest local
service and long-distance data, voice and IP services towards a single volume
commitment in order to receive a master QTA discount to be applied against
certain QCC services offered under the QTA Agreement. The QTA Agreement offer
encompasses standard options such as switched and/or dedicated access, domestic
long distance (where available), and local and comprehensive international data,
IP, voice and enhanced application services. In addition to the simplicity QTA
provides, customers receive significant cost efficiencies for their services
based on total communications spending with Qwest.
